Background synchronization occurs on application startup and at a defined interval thereafter.  The default interval is 30 minutes.  Users can turn background sync off and on from the systray icon (e.g. if they are on a mobile phone data connection and don't want the extra network traffic).  When the application is re-started, the default is for the background synchronization to be on.
