Add metadata prompt when dragging items on to Outlook add-in folders.  By default, when users drag items on to an Outlook add-in folder, they will now be prompted for metadata, just as when dragging items on to the list/library view in the main UI. 

A configuration option ENABLE_METADATA_PROMPT will be available to disable this prompt.  When this option is set to “0”, the metadata prompt for items dragged on to an Outlook add-in folder will be disabled.  Note that this setting also affect on the behavior of the main UI or the CFS list view control.
